The process consisted of an administrative review and prior notifications to the investigated businesses. The licenses were withdrawn because the businesses failed to demonstrate federal authorization to operate with Cuba.

The tax collector’s office requested documentation certifying permits from federal agencies, which was not presented by the affected companies within the established deadlines.

Legal basis and investigation process

The action is supported by Florida state legislation and the Miami-Dade County administrative code. These regulations empower the local authority to revoke or deny the Local Business Tax to any entity that trades with Cuba in violation of federal law.

The Miami-Dade County investigation began with the sending of notifications to 75 businesses. They were asked to present general or specific licenses issued by the Office of Foreign Assets Control (OFAC) or the Bureau of Industry and Security (BIS). Of these, 48 businesses responded satisfactorily and accredited their legal status.

Affected businesses and consequences

The businesses that did not respond received a second warning on November 25, 2025. After the new deadline expired, Miami-Dade County proceeded to revoke their licenses, leaving them unable to operate legally.
