Meanwhile, other governments hide behind excuses that only reveal their inability to address what directly affects their own citizens and prefer to blame external factors rather than acknowledge that they have failed in the most basic aspects.
Any reason can be argued, but nothing changes the fact that the biggest trafficker in the region has been tried on U.S. soil because in his own country they never even managed to get close to him.
